When a Washington buyer has paid retail sales tax in error, such as on an exempt transaction, they must first attempt to seek out a refund from the retailer. If they are unable to receive a refund in this fashion, they may file a form 41 0104 with the State of Washington Department of Revenue to seek a refund. This document is found on their website.
