INSTRUCTIONS: RHODE ISLAND CERTIFICATE OF WITHHOLDING DUE (Form 71.3)

When a nonresident seller of Rhode Island property decides to have withholding based on gain rather than net proceeds, they should complete a form 71.3. This certificate of withholding due can be obtained from the website of the Rhode Island Division of Taxation.

Rhode Island Certificate Of Withholding Due 71.3 Step 1: On the first blank line, enter the name of the seller.

Rhode Island Certificate Of Withholding Due 71.3 Step 2: On the second blank line, enter the plat and lot number of the property in question.

Rhode Island Certificate Of Withholding Due 71.3 Step 3: On the third blank line, enter the city or town where the property is located.

Rhode Island Certificate Of Withholding Due 71.3 Step 4: On the fourth blank line, enter the expected closing date for this transaction.

Rhode Island Certificate Of Withholding Due 71.3 Step 5: On the fifth blank line, enter the amount to be withheld from the seller's funds by the buyer at closing and remitted to the Rhode Island Division of Taxation.

Rhode Island Certificate Of Withholding Due 71.3 Step 6: If there is more than one seller, skip to the bottom of the page. Up to three sellers can be documented on one form. On the blank lines in the left column, enter the name of each seller.

Rhode Island Certificate Of Withholding Due 71.3 Step 7: On the blank lines in the middle column, enter the Social Security numbers or federal employer identification numbers corresponding to each seller.

Rhode Island Certificate Of Withholding Due 71.3 Step 9: On the first blank line at the bottom of the page, enter the name of the person to whom the form should be returned after it is reviewed by the Rhode Island Division of Taxation.

Rhode Island Certificate Of Withholding Due 71.3 Step 10: On the second and third blank lines at the bottom of the page, enter the complete address to which the return should be returned.
