INSTRUCTIONS: NORTH CAROLINA APPLICATION FOR PROPERTY TAX RELIEF (Form AV-9)
North Carolina residents who are least 65 years old, permanently disabled or honorably discharged disabled military veterans may file an application for property tax relief. This form AV-9 can be filed to enroll in one of three property tax relief programs. You may only choose one of these programs. The form is found on the website of the North Carolina Department of Revenue.
North Carolina Application For Property Tax Relief AV-9 Step 1: On the first page, enter your county of residence. Give your name and that of your spouse if applicable, the property ID number, your address, contact information and date of birth. Four questions at the bottom of the page must be answered.
North Carolina Application For Property Tax Relief AV-9 Step 2: In part 1, indicate whether you are filing for an elderly or disabled exclusion, for a disabled veteran exclusion, or for a circuit breaker tax deferment program. This arrangement caps the percentage of your income which can be taxed provided you meet the income limitations and are either permanently disabled or 65 or older.
North Carolina Application For Property Tax Relief AV-9 Step 3: If you are applying for an elderly or disabled exclusion, complete part 2. If you or your spouse are age 65 or older, indicate this with a check mark. If you or your spouse are both under 65 but one or both is permanently disabled, you must attach and complete a form AV-9A, which is a certificate of disability.
North Carolina Application For Property Tax Relief AV-9 Step 4: If you are applying for a disabled veteran exclusion, complete part 3. You must also complete a form NCD VA-9 Certification for Disabled Veteran's Property Tax Exclusion.
North Carolina Application For Property Tax Relief AV-9 Step 5: If you are applying for the circuit breaker tax deferment program, answer all questions in part 4.
North Carolina Application For Property Tax Relief AV-9 Step 6: Both those seeking an elderly or disabled exclusion and parties who wish to enroll in the circuit breaker tax deferment program must complete part 5. This requires you to provide information about your income.
